controling functionalsize and pitch diameter

im having trouble geting the functional size which is on the high and my pitch diameter which is on the low a total of .003 from each i need to get them closer to each other. can i control this with a command in the threading cycle or is this a factor with the inserts im using. this happens to me on unj and un threads. any info on this is appreciated
