I get a plc error: The user plc is in the energency stop state by sequence processing (PLC output device Y29F is on)
need to know what this means or what to look for

Y29F is an output from the controller. If you go to the ladder, search for output Y29F, there will be input conditions, usually switches, door sw, OT sw etc, that cause Y29F to be on.
The output is configured by the machine tool builder, so you will have to check in wiring diagram as to what it does. Likely to be an interlock though, or something related to it.
